Sheffield City Council – Free Insulation
Sheffield City Council is combining carbon saving with care for those in need, with its free insulation programme for private households. The scheme was set up after residents said they were unable or unwilling to pay for insulation and were not sure which installers to trust. It targets areas of Sheffield with high levels of deprivation and individuals who are elderly, on income support or receiving disability benefits. As part of the scheme, home owners get advice on how to reduce carbon emissions and save money through behaviour change, as well as getting cavity wall, loft and/or water tank insulation. Since its launch in 2009, 35,424 households have benefited from the scheme with more than 20,000 receiving loft insulation and 8,443 getting cavity wall insulation. A total of 16,500 tonnes of CO2 a year is being saved from the insulation alone, even without behavioural change being taken into account.
